What makes you think he could simply go to congress? Majorities are slim and even many republicans could push back. So i think it is consensus right now that this would be very difficult?

After midterm elections it could become completely impossible if republicans loose the house. (Which might be quite likely)

Good point, he could face strong opposition from both Republicans and Democrats as evidence by recent Congress’s vote (219 to 211) to end Canada tariffs, hence extending Section 122 beyond 150 days or using IEEPA again by going to Congress is unlikely.

However, Section 301 and Section 232 do not require congress approval. They only require US Trade Representative and commerce department to carry out investigations on unfair trade practices against US and national security risks, respectively. Trump used Section 301 in 2018 to impose 25% tariff on China. Since Section 122 which covers the 10% tariff imposed yesterday has a duration of 150 days, the administration has enough time for those investigations.
